Welcome to Atami – a hot spring resort west of Tokyo. This may look like a beach paradise but step off the shore and the scenery's gloomier. A town that once attracted 10 million visitors per year now gets just over half that and is struggling to keep up with the times. Some local business owners think Atami can gamble away its economic woes by building a casino. Kanekiyo Morita is one of eight hotel owners who started a lobby group 12 years ago to push for a casino in Atami.
